We want to make sure our costly roads are looked after, and workers and travelers are safe during work in the road corridor. You can help us do that by obtaining permissions for carrying out any work within the road corridor or connecting new accessways to existing roads.

ICI is the road manager for Rarotonga. If you want to do any work that will affect the road, permission from ICI is needed. Applying for permission helps us make sure the work is done correctly and safely. These permissions are required by section 33 and 35 of the Infrastructure Act 2019.
Permission to cut the road seal and trench along edges is required because if the backfilling of trenches is not done according to standard, the road will cave in, trenches along the sides of the road will allow water to infiltrate into the soil and then outwards and under the road seal, undermining the integrity of the road. Newly constructed roads now cost Cook Islanders almost $2 million per kilometre so it is absolutely imperative to make the roads last as long as possible – 20 years.
Some work such as installing new cables and pipes can go quite far along the road. Temporary traffic management operations may be needed. If you think your activity will disrupt the movement of pedestrians, cyclists and vehicle drivers, fill out and attach a Traffic Management Plan application form with your application.
Making ICI aware of when you are constructing a new accessway is also important to make sure the accessway won’t cause damage to the existing road. Advice will be given with regard to building the accessway and arranging for proper drainage.
