What is a Tender?

Tender usually refers to the contract opportunities published by Government for goods, services, works and utilities. It is a process whereby ICI invite bids for large projects that must be submitted within a given timeframe. Tendering is the process of making an offer, bid or proposal, or expressing interest in response to an invitation or request for tender.

Tenders are often published to generate competing offers for the specified business that ICI requires. These call for bids take different structured forms – open tenders and restricted tenders – but essentially they will set out details of what ICI wants supplied. Thus the term “tenders” is used to cover any public contract opportunity.

What is the process or method used?

There are different types of tendering methods used – by open tendering and closed (selective) tendering, or by negotiation. Tendering methods are selected based on requirements of contracts. 

  • Open Tender – A tender is an invitation to the market to provide offers for the provision of goods and or services. These offers will be evaluated and where appropriate, the Crown will enter into a contract with the successful tenderer.  
  • Closed Tender – A closed tender is a tender which is only available to certain parties which the agency has selected to
    provide a response. A closed tender must follow the same steps required for an open tender process with the exception of only advertising to certain parties first approved by the Tender Committee. These closed tenders are evaluated and the contracts awarded.
  • Negotiated procedure – used in limited circumstances, the public sector body enters into contract negotiations with one or more suppliers.

Procurement Portal Cook Islands

The procurement portal is a web-based portal service to improve the access to Cook Islands Government tender opportunities, procurement policies, capital and national investment plans and other procurement related activities.

The Portal was designed to promote transparency, value for money and fair competition with regards to Cook Islands Government Procurement Activities.
Registering for email notifications on current tender and latest bidding opportunities will soon be made available via the site.  All Cook Islands Ministries including ICI, Departments and Agencies (MDAs), are encouraged to publish tender opportunities on the PPCI site.

How to Register

We invite all suppliers to please register on the new supplier portal to receive email notifications on current and upcoming Cook Islands Government procurement opportunities.

Moving forward you will see more tenders and quotes being advertised through the new supplier portal.

In order to participate in any tenders or quotes issued by the Cook Islands Government, you must register as a supplier on the Portal and you are invited to do this at your convenience. As part of registration, you will need to specify relevant “Business Categories” for your business.
