Rarotonga Road Improvement Programme

ICI forward plans for a major road reconstruction project years in advance and bids for the funds to implement the project during the yearly government budget bidding process each July. These projects are often worth approximately $5 million and covers roughly 5km of road length. To date, half of the Ara Tapu has been upgraded (From the western end of the airport runway to the southern end of Muri and 2 kilometres between Rutaki and Vaimaanga).

The planned road improvements target priority sections of the Ara Tapu and Ara Metua. See our upcoming roading projects below.

Nikao Ara Metua Improvement

Infrastructure Cook Islands is gearing up for an upgrade along the Ara Metua, stretching from Pokinu Rd to the Avatiu Intersection. This project spans 3.2km and involves widening the road, upgrading the pavement from chip seal to asphalt, integrating stormwater systems, and introducing footpaths in key sections near Tereora College. The project addresses current deficiencies in the roads width and shoulder standards, which were sufficient when originally built but are now non compliant. Heavy vehicles have hampered access through this region, due to the narrow width of the pavement, and tight turning circles. Both frequency and weight of loads have increased significantly since the roads initial construction which has added further to its deterioration.

The Ara Metua serves as the primary route around the island and is the only route available when the sea wall closes, making it crucial for transportation. It also connects essential facilities such as the hospital, national stadium, airport, and schools, underscoring its vital role in the community infrastructure. With detailed designs and initial community consultations completed, we aim to break ground on this project by January 2025.
